02 / A — The character’s story

The violence behind the quiet trade

What remains when an ordinary face is revealed as a weapon?

Story spoilers through Lucci’s return in CP0.

  1. Water 7

A life built as a cover.

Lucci works among Galley-La’s shipwrights while secretly serving CP9, letting an ordinary trade conceal a government mission. The trust surrounding him makes the revelation of his allegiance more than a change of costume: someone familiar has been an enemy all along.

  2. Enies Lobby

The obstacle at the end of the rescue.

As the Straw Hats fight to recover Robin, Lucci stands in Luffy’s way with the strength of his leopard transformation and government-trained techniques. Their struggle makes the rescue depend on overcoming a man who treats sanctioned violence as his proper work.

  3. CP0

Defeat does not end the allegiance.

Luffy defeats Lucci, but the loss does not turn the agent away from the institution he serves. His later return in CP0 places that same commitment inside another arm of government power, carrying the threat beyond Enies Lobby.
